MINUTES OF CGEWCC MEETING HELD ON 02-11-2011


MINUTES OF CENTRAL GOVERNMENT EMPLOYEES WELFARE CO-ORDINATION COMMITTEE  (CGEWCC) MEETING HELD ON 02-11-2011 AT 1ST FLOOR, ‘SHARAVATHI HALL’, C.R.BUILDING, QUEENS ROAD, BANGALORE
The meeting of the CGEWCC was convened by Sri M.L. Agrawall, Chief Commissioner of Income-tax, Bangalore-I, Bangalore, who is the Chairman of CGEWCC.  The meeting is called mainly with a view to discuss and finalise the list of holidays to be observed for the calendar year 2012 as also to discuss about the CGHS-related matters and other relevant issues. Representatives from 32 Central Government Organisations/Departments/Undertakings participated in the meeting, the details of which are appended at the end of the Minutes as Annexure-1.
2.        Sri P.Chandrasekhar, Addl.Commissioner of Income-tax (HQ)(Tech)-I, Bangalore, who is the Secretary of CGEWCC, welcomed the participants to the meeting and requested them to introduce along with the details of the departments they are representing.  Thereafter, the Chairman, Sri M.L. Agrawall initiated the proceedings. 
3.  FINALISATION OF HOLIDAYS LIST
3.1      In this regard, a note prepared by the Secretary of the Committee was circulated and the guidelines issued by DoPT in F.No.12/3/2011-JCA-2 dated 27th June, 2011, were brought to the notice of the participants, wherein the DoPT has assigned the duty of selecting three holidays for the calendar year 2012 to the CGEWCC, Bangalore unit, apart from 14 holidays which have already been finalized by the DoPT.  The CGEWCC units at Mysore and Hubli were also consulted before the meeting was convened.  During the course of the meeting, based on the holidays declared in the previous year and inputs received from other places, the following days were considered for finalizing 3 remaining holidays:
1.      Ugadi                                          -           23-03-2012
2.     Ganesh Chaturthi                     -           19-09-2012
3.     Dussehra (Mahanavami)       -           23-10-2012
4.     Maha Shivaratri                        -           20-02-2012
5.     Janmashtami                             -           10-08-2012

3.2      The participants were also requested to make their suggestions/choices for holidays.  Before choosing three holidays the following points were taken into consideration:
1.      Choosing holidays in line with days declared as holidays by the State Government in view of better transport facilities to and from govt. offices, which is operated regularly only on the basis of State Govt. working days.
2.     Festivals/occasions of local importance.
3.3      All the members unanimously opted for Ugadi and Ganesh Chaturthi as holidays.  However, there was difference of opinion with regard to third holiday.  In view of this, the selection of the third holiday was put for voting by the Chairman, and accordingly, on the basis of the majority, Mahashivarathri Day has emerged as the third holiday.  Finally, the following three days were chosen as holidays:
1.      Mahashivaratri                        20-02-2012     (Monday)
2.     Ugadi                                           23-03-2012     (Friday)
3.     Ganesh Chaturthi                     19-09-2012     (Wednesday)

3.4      During the meeting, the participants were also requested to indicate their choice of holidays for Diwali in view of option given by the DoPT to declare  holiday on Naraka Chaturdasi day as is the practice in this part of the country in place of Diwali day.  Majority of the participants opted for a holiday on 12-11-2012 (Monday) on the occasion of Naraka Chaturd                                                                                                                       asi in line with declaration of this holiday by the State Govt. rather than Diwali day.

3.5      Similarly, after discussion by the participants, the following additional days were agreed for declaration as Restricted Holidays:
            1.  Varamahalakshmi Vratham
            2.  Swarna Gowri Vratham
            3.  Kannada Rajyotsava

4.   APPOINTMENT OF AMAs and AWOs:
4.1.     During the course of meeting, the participants were informed that the present tenure of the Authorized Medical Attendants (AMAs) and Area Welfare Officers (AWOs), will be coming to an end by 31st December, 2011.  In this regard, the participants were requested to offer their suggestions on the persons who can be appointed as AMAs for the calendar year 2012 and AWOs for the period comprising of calendar years 2012 and 2013.  They were also requested to send their suggestions in writing within 15 days from the date of the meeting. 

4.2      It was brought to the notice of the participants that no nomination was received from the Heads of the Departments till date with regard to appointment of AMAs for the areas Malagala, Paapareddypalaya, Moodalapalaya and surrounding areas etc., for the calendar year 2011, wherein the existing AMA has resigned in the month of December, 2010 itself.  In view of this, the participants were requested to send their nominations immediately.
           
4.3      It was also discussed in the meeting about the merits of continuing with the present set of AMAs in respect of other 27 areas for next calendar year 2012.  Further, the issue of non-availability of AMA for the area Vishwaneedham and its neighborhood, as communicated by the Chief Post Master General, Karnataka Circle, Bangalore, was discussed and brought to the notice of the participants that one AMA can be appointed for an area or group of areas only if the number of central govt. employees residing in those areas is in the range of 100 to 150.  In view of this, all the Heads of the Departments were requested to furnish the details of the number of central govt. employees living in the neighborhood of Vishwaneedham, so that appointment of an AMA can be considered while appointing AMAs for the calendar year 2012.

5.        OTHER ISSUES:
5.1      Other than the above issues, few other points were also discussed during the meeting, which are highlighted as under:

a)     Widening of areas presently coming under CGHS, and increasing the
number of approved hospitals wherever there is shortage of the same.
b)    Sending proposal to the Govt. regarding enhancement of consultation charges for ordinary doctors as well as specialists to encourage more number of doctors/specialists to provide services under CGHS.
c)     OPD consultation to be permitted for the beneficiaries under CGHS in recognized private hospitals also.
d)    Inadequacy of information in CGHS website and difficulties faced in obtaining data/information from CGEWCC website.
e)     Request to forward suggestions and ideas regarding improving CGHS facilities/qualities, which can be discussed in the CGEWCC meetings.
f)      Convening meetings of CGEWCC on regular basis once in a quarter rather than once in a year only for the purpose of finalizing holidays.  This suggestion has been considered by the Chairman, but asked the members to come up with relevant issues/agenda for discussion so as to justify convening of quarterly meetings.

6.        The above issues were discussed and debated, and the Chairman has requested the members to send the proposals and suggestions wherever required in order to take up the same with the appropriate authorities concerned.  After the above discussion and finalization of holidays, the meeting was concluded.
